The rules
By law the driver and all passengers of a motor vehicle must wear a safety belt or be buckled into a child safety seat.
The law names everybody in the car, which is not the same as everybody in the front.

All children under age 8 must ride in a child safety seat, unless the child is 4 feet 9 inches or taller.
Under eight is the rule, and reaching 4 feet 9 inches is the one way out of it.

Children younger than 2 must ride in a rear-facing child safety seat until they reach the height or weight the manufacturer specifies.
A small child's neck cannot take a forward crash, so the back of the seat takes it instead.
