The rules
A center lane painted TURN LANE ONLY may be used only in preparation to turn left or right across the opposite lanes.
Cars from both ways share that one lane, so a car using it for anything else may meet one head on.
A vehicle may use this lane ONLY in preparation to turn left or right across the opposite lanes.
The center turn lane is never used for passing.
A car passing in the turn lane runs straight at drivers who are slowing there to turn.
The turn lane is NEVER used for passing.

What may a center lane painted TURN LANE ONLY be used for?
Getting ready to turn left or right. Cars from both ways share that one lane, so a car using it for anything else may meet one head on. Mississippi Driver's License Manual, p.26: “A vehicle may use this lane ONLY in preparation to turn left or right across the opposite lanes.”
