The rules

When traffic signals are absent or not operating, yield to pedestrians in marked crosswalks and in unmarked crosswalks at intersections.

People still have to cross when the lights are out, and the crossing is where they will do it.

Do not pass a vehicle stopped at a crosswalk to allow a pedestrian to cross.

The stopped car is hiding somebody on foot, and pulling out past it is how they get hit.

A driver crossing a sidewalk while entering or leaving a driveway or alley must yield to pedestrians on the sidewalk.

You are crossing their path, not the other way about, and you may be coming out of a blind spot.
