Basic speed rule — Tennessee Permit Test
Basic speed rule on the Tennessee permit test — 4 rules, each with the reason behind it and a question on it while it is fresh.
The rules
The Basic Speed Rule does not set an exact speed limit; it teaches that the speed you may drive is limited by current conditions.
A 65 mph limit is set for a dry road in daylight. On a dark two-lane road in rain, that speed leaves no time to stop.
The BSR does not set an exact speed limit; instead, it teaches that the speed you may drive is limited by current conditions.
Your speed must be adjusted to conditions so you can stop within the clear distance ahead.
Around a blind curve a stalled car may be waiting. If you cannot stop in the road you can see, you will hit it.
Your speed must be adjusted to conditions so you can stop within a clear distance ahead.
If you drive at a speed that is unsafe for conditions, you are violating the basic rule, even if you are under the posted limit.
A speed limit sign cannot see the fog or ice. Being under the limit does not help if the car cannot stop in time.
If you drive at a speed that is unsafe for existing conditions in any area, you are violating the basic rule.
If the car ahead stops suddenly and you cannot avoid hitting it from behind, you are either breaking the Basic Speed Rule or following too closely, even if you were within the speed limit.
Cars ahead stop suddenly all the time in town. Your speed and gap have to leave room for that, every time.
If you cannot stop in time to avoid hitting that car from behind, you are either breaking the BSR - even if you were driving within the posted speed limit - or you are following too closely.
On the test
Under the Basic Speed Rule, what limits the speed you may drive?
The conditions you are driving in. A 65 mph limit is set for a dry road in daylight. On a dark two-lane road in rain, that speed leaves no time to stop. Tennessee Comprehensive Driver License Manual, p.46: “The BSR does not set an exact speed limit; instead, it teaches that the speed you may drive is limited by current conditions.”
How this works
Most practice tests hand you a bank of questions and leave the manual somewhere else. This one puts them together.
You read one law and the reason behind it, then answer a question on that law while it is still fresh. Get it right and you move on; get it wrong and you have found the gap while it is cheap to fix, not on the morning of the exam.
Learning one rule at a time, and proving it immediately, is what turns a manual you skimmed into something you actually know — and it makes studying feel like getting somewhere rather than like waiting to find out.
What it costs
- One payment, once — not a subscription. Nothing renews and there is nothing to cancel, for an exam you sit one time.
- Free to start: a 10-question test and the first section of cards. No sign-up and no account.
- Paying opens the rest of the cards, unlimited full-length practice tests, and retests built from exactly the questions you got wrong.
- Every level up to Prepared — 3 tests passed in a row.
- Do the work, fail the real exam, and we refund you.
