Licensing and records — Virginia Permit Test

Licensing and records on the Virginia permit test — 13 rules, each with the reason behind it and a question on it while it is fresh.

The rules

If you move you must notify the department within 30 days, because the postal service will not forward your license.

A license sent to an old address comes back and never reaches you.

A new Virginia resident who drives must obtain a Virginia driver's license within 60 days of moving here.

The license is what ties you to Virginia's own record of your driving.

You must title and register your vehicle and obtain Virginia license plates within 30 days of moving to Virginia.

Registration is how the state knows the car and who insures it.

Your vehicle must pass an annual safety inspection and display a valid inspection sticker.

Brakes and lights fail slowly, and the yearly check is what catches them.

To register a vehicle you must carry liability insurance or pay the $500 uninsured motor vehicle fee, which does not itself provide any coverage.

Paying the fee buys the right to register, not any protection at all.

For policies effective on or after January 1, 2022, the least liability coverage is $30,000 for injury or death of one person.

The floor exists so somebody you injure is not left with nothing.

You must have the vehicle registration card with you when you drive the vehicle.

It is the paper that ties the car in front of the officer to its owner.

An international driver's license is not a valid license and does not let you drive; it is only a translation of a license you already hold.

It has no authority of its own, so it cannot replace the license it translates.

A driver's license lets you operate any vehicle or small truck under 26,001 pounds that is exempt from commercial license requirements.

Above that weight the vehicle handles differently enough to need its own test.

You will receive your new driver's license by mail; licenses are not issued in customer service centers.

Mailing it is a security step, not a delay for its own sake.

To apply to register to vote in Virginia you must be a citizen, a resident of Virginia, and at least 18 years old by the next general election.

Registering early means the roll is ready when the election comes, not after it.

A registered decision to be an organ donor is honored from age 18; under 18, parents and guardians make the final decision.

Below 18 the wish is recorded but the family still decides.

Check your tires monthly, or before a long trip, using the penny test: if any part of Lincoln's head is covered by the tread, you have a safe amount left.

Worn tread is what turns a wet road into a skid.

On the test

Within how long must you report a change of address?

Within 30 days. A license sent to an old address comes back and never reaches you.

How this works

Most practice tests hand you a bank of questions and leave the manual somewhere else. This one puts them together.

You read one law and the reason behind it, then answer a question on that law while it is still fresh. Get it right and you move on; get it wrong and you have found the gap while it is cheap to fix, not on the morning of the exam.

Learning one rule at a time, and proving it immediately, is what turns a manual you skimmed into something you actually know — and it makes studying feel like getting somewhere rather than like waiting to find out.

Where these come from

Every rule here is checked against Virginia Driver's Manual, published by the Virginia Department of Motor Vehicles, and against the state code itself. Last checked 2026-09-06.
