Passing on the Virginia permit test — 9 rules, each with the reason behind it and a question on it while it is fresh.
The rules
When passing, return to the right lane as soon as you can see the front of the passed vehicle in your rearview mirror.
Seeing its front in your mirror is the proof you have left the driver enough room.

The limit does not lift for a pass, so a pass that needs speeding is a pass you cannot make.

You must finish a pass before you reach a no passing zone; still being in the left lane when you get there breaks the law.
The zone begins where the road stops showing you far enough ahead.

You may pass on the right when the vehicle ahead has signaled and is making a left turn, but not if you would have to leave the pavement to get around it.
The turning car may be hiding somebody crossing that neither of you can see.

When passing someone riding a bicycle, moped or similar device, slow down and pass at least three feet to their left.
A rider needs room to swerve around a pothole you will never notice.

When you are being passed, do not speed up: hold a steady speed or slow down.
Speeding up traps the passing driver out in the lane for oncoming traffic.

Passing is unlawful on hills, curves, at intersections and at railroad crossings, unless the road has two or more lanes going the same way.
In all of those places you cannot see far enough to know the lane is empty.

When may you return to the right lane after passing?
Once you can see the front of that vehicle in your mirror. Seeing its front in your mirror is the proof you have left the driver enough room. Virginia Driver's Manual, p.17: “Return to the right lane as soon as you can see the front of the passed vehicle in your rearview mirror.”
