The rules
To change lanes: check the rear view and side mirrors, check over your shoulder for anybody in your blind spot, check for other drivers moving into the same lane, then signal and change.
Two drivers can pick the same empty lane at the same moment.

Do not change lanes in an intersection or at a railroad crossing.
