The rules
A Level 1 graduated instruction permit lets you drive only with a licensed driver who is at least 21 years old in the right front passenger seat.
The supervising driver is there to catch what a beginner misses, which only works from the next seat.
To obtain a Level 1 graduated instruction permit you must be at least 15 years old, pass a vision screening and a knowledge test, and have written consent from a parent or legal guardian.
The consent is what makes an adult answerable for the practice driving that follows.
A Level 1 permit holder may only drive between five in the morning and ten at night.
Night is where a new driver's judgment of distance falls apart first.
A Level 1 permit holder may carry only two additional non-family passengers besides the supervising licensed adult driver.
Passengers are the loudest distraction a new driver has, and the count is capped for that reason.
Two convictions will revoke a Level 1 instruction permit for 90 days.
The count is low because the permit is the stage where habits are still being set.
A Level 1 permit holder may not use a wireless communication device while driving, unless the use is to contact a 9-1-1 system.

For a Level 2 intermediate license you must be at least 16, have 180 consecutive days of conviction-free driving at Level 1, pass a road skills test, and have a log of at least 50 hours behind the wheel including 10 at night.
The night hours are there because those are the conditions that catch new drivers out.
A Level 2 intermediate license holder must drive with a supervising licensed adult of 21 or older between ten at night and five in the morning, except when going to or from lawful employment, a school-sanctioned activity, a religious activity, or an emergency.
The exceptions are the journeys a young driver genuinely cannot avoid.
A regular instruction permit for an applicant of 18 or over is valid for six months, and if you have never held a Level 2 license you must hold it at least 30 days before you may take the road skills test.
The waiting time exists so that some real practice happens before the test.
