The rules
A Level 2 GDL intermediate driver’s license may be issued at age 16.
The middle stage exists so a beginner drives alone in daylight with an empty car before meeting night traffic and passengers.
A Level 2 driver may drive without a supervising adult between 5:00 a.m. and 10:00 p.m.
The daylight window is where a newly unsupervised driver meets the least demanding traffic and light.
Between 10:00 p.m. and 5:00 a.m. a Level 2 driver must be accompanied by a licensed adult 21 or older, except when traveling to or from lawful employment, a school-sanctioned activity, a religious activity, or an emergency.
The exceptions cover trips a teenager cannot reschedule, so the curfew does not cost somebody a job or a shift.
During the first six months at Level 2, a driver may not carry a non-family passenger under the age of 20.
Teenage passengers multiply the crash risk of a teenage driver, so the first months are driven without them.
After the first six months at Level 2, one non-family passenger under the age of 20 may ride along.
The limit relaxes by one passenger at a time so experience is gained before the car fills up.
A Level 2 driver who surrenders the license while under 18 must start again with a Level 1 permit.
Giving up the stage gives up the time served with it, which is what keeps the sequence meaningful.
