The rules
West Virginia requires an inspection of all vehicles every two years to make sure they are safe to drive.
The inspection catches the brakes, tires and lights that a driver stops noticing over a couple of years.
A brake pedal should not travel more than halfway to the floor and should feel firm rather than spongy.
A spongy pedal means air in the line, and it fails on the day it is needed hardest.
Tire pressure should be checked monthly with a gauge while the tires are cold, against the figure on the door jamb sticker.
A warm tire reads high, so a check after driving hides an underinflated tire.
Tread depth can be checked with a penny: if the whole of Lincoln’s head is visible in the groove, the tire is too worn to drive on.
Worn tread is the difference between stopping on a wet road and sliding across it.
After a blowout a driver should hold the steering wheel firmly, steer straight ahead, ease off the accelerator, and brake only once the vehicle is under control.
Braking into a blowout pulls the car toward the flat tire and turns a puncture into a spin.
If the brakes fail, a driver should pump the pedal quickly, shift to a lower gear, and use the parking brake while holding its release.
Holding the release lets a driver ease off if the rear wheels lock and the car starts to slide.
To steer out of a skid, a driver takes a foot off the accelerator and turns the wheel in the direction the rear of the vehicle is sliding.
Braking in a skid locks the wheels that are needed to point the car where the driver wants to go.
If a gas pedal sticks, a driver should keep their eyes on the road, try to free it, and otherwise shift into neutral before braking to a stop.
Neutral separates the engine from the wheels, which stops the car whatever the pedal is doing.
If the wheels drop off the pavement, a driver should grip the wheel, ease off the accelerator, slow gradually, and then turn back onto the road.
Yanking the wheel back onto the pavement is what throws a car across the center line.
If a vehicle catches fire, a driver should get off the roadway, switch off the ignition, and move at least 100 feet away from the vehicle.
A fuel tank can go up, and the distance is what decides whether that matters to the people watching.
If a disabled vehicle stops on an interstate, a flare should be put about one vehicle length behind it and another about 300 feet back.
The far flare is what gives approaching traffic time to change lanes rather than to brake.
A driver who sees a vehicle coming toward them in their own lane should move right, slow down, sound the horn and flash the headlights.
Steering into the lane the other driver has left meets them coming back into it.
