Youth under 20 law — New Hampshire Permit Test
Youth under 20 law on the New Hampshire permit test — 7 rules, each with the reason behind it and a question on it while it is fresh.
The rules
Under RSA 263:14 the Director of Motor Vehicles may revoke or suspend any original license held by a person under 20 years of age, after a hearing.
A young driver’s license can be taken back for things that would not cost an older driver theirs, and the hearing is where that is decided.
the Director of Motor Vehicles is authorized to revoke or suspend any original license held by a person under 20 years of age after a hearing
A first offense under the Youth Operator law carries a suspension of a minimum of 20 days and not more than 40 days.
The first suspension is short on purpose. It is meant to be a warning a young driver feels rather than a penalty that ends their driving.
A minimum of 20 days, but not more than 40 days for a first offense o A minimum of 45 days, but not more than 90 days for a second offense o A minimum of 90 days but not more than 180 days for a third or subsequent offense.
A second offense under the Youth Operator law carries a suspension of a minimum of 45 days and not more than 90 days.
The second one roughly doubles the first, which is the pattern: each suspension costs more driving than the one before it.
A minimum of 45 days, but not more than 90 days for a second offense o A minimum of 90 days but not more than 180 days for a third or subsequent offense.
A third or subsequent offense under the Youth Operator law carries a suspension of a minimum of 90 days and not more than 180 days.
Half a year off the road is long enough that a young driver has to rebuild the habit, which is the point of the third step.
A minimum of 90 days but not more than 180 days for a third or subsequent offense.
For a third or subsequent Youth Operator offense, license reinstatement also requires completing an approved in-person driver attitude program.
By the third suspension the problem is not knowledge, it is how the driver approaches the road, and the course is aimed at that.
a condition of license reinstatement will also be to complete an approved in-person driver attitude program.
A Youth Operator convicted of driving under the influence, reckless operation, or speeding more than 30 mph over the posted limit faces additional penalties.
These three are treated apart from the rest because each one is a choice, not a slip, and each one kills people.
reckless operation or speeding more than 30 mph over the posted speed limit will face additional penalties.
The Director may act on evidence that a young license holder was involved in an accident resulting in death or serious bodily injury.
A crash that badly hurt somebody is grounds on its own, separate from whatever the driver was convicted of.
Upon proper evidence or information that the license holder was involved in an accident resulting in the death or serious bodily injury.
On the test
Which drivers does the Youth Operator “Under 20” law apply to?
Drivers under 20 years of age. A young driver’s license can be taken back for things that would not cost an older driver theirs, and the hearing is where that is decided. New Hampshire Driver's Manual, p.5: “the Director of Motor Vehicles is authorized to revoke or suspend any original license held by a person under 20 years of age after a hearing”
How this works
Most practice tests hand you a bank of questions and leave the manual somewhere else. This one puts them together.
You read one law and the reason behind it, then answer a question on that law while it is still fresh. Get it right and you move on; get it wrong and you have found the gap while it is cheap to fix, not on the morning of the exam.
Learning one rule at a time, and proving it immediately, is what turns a manual you skimmed into something you actually know — and it makes studying feel like getting somewhere rather than like waiting to find out.
What it costs
- One payment, once — not a subscription. Nothing renews and there is nothing to cancel, for an exam you sit one time.
- Free to start: a 10-question test and the first section of cards. No sign-up and no account.
- Paying opens the rest of the cards, unlimited full-length practice tests, and retests built from exactly the questions you got wrong.
- Every level up to Prepared — 3 tests passed in a row.
- Do the work, fail the real exam, and we refund you.
