Distracted driving — Oregon Permit Test

Distracted driving on the Oregon permit test — 5 rules, each with the reason behind it and a question on it while it is fresh.

The rules

It is illegal for drivers under 18 years of age to use a cell phone or other mobile electronic device while operating a vehicle.

No hands-free exception exists for a driver under 18 — the device is simply not to be used, which is why the manual says turn it off or put it in the back seat.

Drivers 18 or older must use a hands-free accessory to use a cell phone or other mobile electronic device, and the accessory must only require minimal use of a finger to activate or deactivate it.

Minimal use of a finger is the whole standard — anything that needs looking at or holding is not hands-free however it is marketed.

It is illegal to have a TV, tablet or other video display visible to the driver.

A moving picture takes the eyes for longer than a glance, and the offense is the screen being visible rather than the driver watching it.

It is illegal to play a radio or other sound system so loud it can be heard 50 feet away from your vehicle, because you need to hear horns, screeching tires and sirens.

The limit is set by what you must be able to hear, not by what annoys anyone — a siren you cannot hear is one you cannot yield to.

Do not hold a person, pet or package in your lap or arms, and do not take your eyes off the road to deal with passengers, children or pets — pull over and park if you must give them attention.

Anything in your arms is between you and the wheel, and an airbag firing into it makes the situation far worse.

If you must give attention to passengers or animals, pull over to the side of the road and park your vehicle.

On the test

May a driver under 18 use a hands-free cell phone in Oregon?

No — any use of the device while driving is illegal. No hands-free exception exists for a driver under 18 — the device is simply not to be used, which is why the manual says turn it off or put it in the back seat. 2026-2027 Oregon Driver Manual, p.80: “It is illegal for drivers under 18 years of age to use a cell phone or other mobile electronic device while operating a vehicle.”

How this works

Most practice tests hand you a bank of questions and leave the manual somewhere else. This one puts them together.

You read one law and the reason behind it, then answer a question on that law while it is still fresh. Get it right and you move on; get it wrong and you have found the gap while it is cheap to fix, not on the morning of the exam.

Learning one rule at a time, and proving it immediately, is what turns a manual you skimmed into something you actually know — and it makes studying feel like getting somewhere rather than like waiting to find out.

What it costs

  • One payment, once — not a subscription. Nothing renews and there is nothing to cancel, for an exam you sit one time.
  • Free to start: a 10-question test and the first section of cards. No sign-up and no account.
  • Paying opens the rest of the cards, unlimited full-length practice tests, and retests built from exactly the questions you got wrong.
  • Every level up to Prepared — 3 tests passed in a row.
  • Do the work, fail the real exam, and we refund you.
