Flashing and arrow signals — Vermont Permit Test
Flashing and arrow signals on the Vermont permit test — 6 rules, each with the reason behind it and a question on it while it is fresh.
The rules
A flashing circular red light is like a stop sign. Stop, then proceed after yielding the right of way to all pedestrians, bicyclists and vehicles.
It is used where the intersection is quiet but still has to be entered one vehicle at a time.
The flashing circular red light is like a stop sign. Stop, and proceed after yielding the right of way to all pedestrians, bicyclists, and vehicles.
A flashing yellow light means slow down, scan the intersection, yield to any oncoming vehicles before making a left turn, and proceed with caution.
It is a warning rather than a command, so the responsibility for the gap stays with you.
Flashing Yellow: Slow down, scan the intersection, yield to any oncoming vehicles before attempting to make a left turn and proceed with caution.
A solid red arrow means drivers intending to turn must stop and wait. Do not enter the intersection to turn while it is displayed.
It is a red light for one movement only, and creeping into the intersection on it blocks everybody else.
Drivers intending to turn left must stop and wait. Do not enter an intersection to turn when a solid red arrow is being displayed.
A flashing yellow arrow allows a left turn after yielding to all oncoming traffic and to pedestrians in the crosswalk. Oncoming traffic has a green light.
Knowing the oncoming driver has green is what tells you the gap has to come from them, not from the signal.
Drivers are allowed to turn left after yielding to all oncoming traffic and to any pedestrians in the crosswalk. Oncoming traffic has a green light.
A solid green arrow gives left turns the right of way, because oncoming traffic has a red light.
This is the one moment the left turn is protected, which is why it is worth telling apart from the flashing arrow.
Solid Green Arrow: Left turns have the right of way. Oncoming traffic has a red light.
A solid yellow arrow means the left-turn signal is about to change to red. Prepare to stop, or to complete a left turn if you are legally inside the intersection with no conflicting traffic.
If you are already past the line, going back is not an option, so the rule lets you finish the turn.
The left-turn signal is about to change to red and drivers should prepare to stop or prepare to complete a left turn if they are legally within the intersection and there is no conflicting traffic present.
On the test
What does a flashing circular red light mean?
Stop, then go once the way has been yielded. It is used where the intersection is quiet but still has to be entered one vehicle at a time. 2025 Vermont Driver's Manual, p.32: “The flashing circular red light is like a stop sign. Stop, and proceed after yielding the right of way to all pedestrians, bicyclists, and vehicles.”
How this works
Most practice tests hand you a bank of questions and leave the manual somewhere else. This one puts them together.
You read one law and the reason behind it, then answer a question on that law while it is still fresh. Get it right and you move on; get it wrong and you have found the gap while it is cheap to fix, not on the morning of the exam.
Learning one rule at a time, and proving it immediately, is what turns a manual you skimmed into something you actually know — and it makes studying feel like getting somewhere rather than like waiting to find out.
What it costs
- One payment, once — not a subscription. Nothing renews and there is nothing to cancel, for an exam you sit one time.
- Free to start: a 10-question test and the first section of cards. No sign-up and no account.
- Paying opens the rest of the cards, unlimited full-length practice tests, and retests built from exactly the questions you got wrong.
- Every level up to Prepared — 3 tests passed in a row.
- Do the work, fail the real exam, and we refund you.
