Junior license restrictions — Vermont Permit Test

Junior license restrictions on the Vermont permit test — 4 rules, each with the reason behind it and a question on it while it is fresh.

The rules

A Junior Driver's License is a provisional license. The Commissioner may take it away if your driving shows you are unsafe, and it also goes if your parent or guardian withdraws permission.

It was issued on somebody else's word. Either the state or that person can take the word back.

A Junior Driver’s License is considered a provisional license. The Commissioner of Motor Vehicles may take your license away if you show that you are an unsafe driver through your actions.

2025 Vermont Driver's Manual, p.15

A Junior Driver's License holder cannot drive in the course of their employment for 1 year after it is issued, or until they turn 18, whichever comes first.

Delivery work puts a new driver in a hurry on unfamiliar streets, which is the worst mix there is.

you cannot operate a vehicle in the course of your employment for one (1) year following the issuance of the Junior Driver’s License. For example, an individual cannot act as a pizza delivery person (driver) until they have had their Junior Driver’s License for one (1) year, or until they reach the age of eighteen (18), whichever comes first.

A Junior Driver's License holder may not carry passengers for hire.

Carrying paying passengers is a job with its own pressures, and a junior driver has no margin for them.

While holding a Junior Driver’s License, an individual may not carry passengers for hire.

2025 Vermont Driver's Manual, p.15

A person shall not use any portable electronic device while operating a motor vehicle. That covers reading and writing text messages, instant messages and emails on a phone, tablet or laptop.

A message read at 50 mph costs you the length of a football field with nobody watching the road.

A person shall not use any portable electronic device while operating a motor vehicle. This includes reading, and the manual composing or sending of electronic communications

On the test

What makes a Junior Driver's License a provisional license?

It can be taken back by the Commissioner or by a parent. It was issued on somebody else's word. Either the state or that person can take the word back. 2025 Vermont Driver's Manual, p.15: “A Junior Driver’s License is considered a provisional license. The Commissioner of Motor Vehicles may take your license away if you show that you are an unsafe driver through your actions.”

How this works

Most practice tests hand you a bank of questions and leave the manual somewhere else. This one puts them together.

You read one law and the reason behind it, then answer a question on that law while it is still fresh. Get it right and you move on; get it wrong and you have found the gap while it is cheap to fix, not on the morning of the exam.

Learning one rule at a time, and proving it immediately, is what turns a manual you skimmed into something you actually know — and it makes studying feel like getting somewhere rather than like waiting to find out.

What it costs

  • One payment, once — not a subscription. Nothing renews and there is nothing to cancel, for an exam you sit one time.
  • Free to start: a 10-question test and the first section of cards. No sign-up and no account.
  • Paying opens the rest of the cards, unlimited full-length practice tests, and retests built from exactly the questions you got wrong.
  • Every level up to Prepared — 3 tests passed in a row.
  • Do the work, fail the real exam, and we refund you.
