Provisional license recalls — Vermont Permit Test
Provisional license recalls on the Vermont permit test — 6 rules, each with the reason behind it and a question on it while it is fresh.
The rules
A Learner's Permit and a Junior Driver's License are both provisional, which means both can be recalled.
A recall is not a suspension of a full license. It is the state taking back a license it lent on conditions.
A Learner’s Permit or Junior Driver’s License is considered to be a ‘provisional license’, which is recallable.
Carrying passengers for hire and driving for an employer each bring a 90-day recall of a junior operator's license.
These are the two working-driver rules, and both cost three months rather than a fine.
Carrying Passengers for Hire, Junior Operator Violation (CPH) = 90-day recall
A junior operator texting recall runs for 30 days and comes with fines of at least $100 and at least two points on the driving record.
One message costs a month of driving, money and points at once. That is the weight Vermont puts on it.
Junior Operator texting (JRT) = 30 day recall (includes fines of at least $100 and at least two points on your driving record)
A junior operator points accumulation recall of 90 days follows a single 3 point speeding violation or a 6 point total.
An adult driver has ten points to lose. A junior operator loses the license at three for speeding.
Junior Operator Points Accumulation Recall (JRP) = 90 day recall (for a single 3 pt. Speeding violation or a 6 pt. Total)
While a recall is in effect the driver cannot be issued a Junior Driver's License or a Driver's License. A recall also carries the right to a hearing.
The recall blocks the next step as well as the current one, and the hearing is how a wrong one gets undone.
While a recall is in effect, an individual is ineligible for a Junior Driver’s License or a Driver’s License.
No reinstatement fee is due when a recalled Learner's Permit or Junior Driver's License is restored.
The month off the road is the penalty. Vermont does not charge to hand the license back afterwards.
No reinstatement fee shall be due when a Learner’s Permit/Junior Driver’s License recall is restored.
On the test
What does it mean that a Vermont permit or junior license is provisional?
It can be recalled by the Department of Motor Vehicles. A recall is not a suspension of a full license. It is the state taking back a license it lent on conditions. 2025 Vermont Driver's Manual, p.21: “A Learner’s Permit or Junior Driver’s License is considered to be a ‘provisional license’, which is recallable.”
How this works
Most practice tests hand you a bank of questions and leave the manual somewhere else. This one puts them together.
You read one law and the reason behind it, then answer a question on that law while it is still fresh. Get it right and you move on; get it wrong and you have found the gap while it is cheap to fix, not on the morning of the exam.
Learning one rule at a time, and proving it immediately, is what turns a manual you skimmed into something you actually know — and it makes studying feel like getting somewhere rather than like waiting to find out.
What it costs
- One payment, once — not a subscription. Nothing renews and there is nothing to cancel, for an exam you sit one time.
- Free to start: a 10-question test and the first section of cards. No sign-up and no account.
- Paying opens the rest of the cards, unlimited full-length practice tests, and retests built from exactly the questions you got wrong.
- Every level up to Prepared — 3 tests passed in a row.
- Do the work, fail the real exam, and we refund you.
