Express lanes — Utah Permit Test
Express lanes on the Utah permit test — 7 rules, each with the reason behind it and a question on it while it is fresh.
The rules
Utah express lanes on I-15 may be used free by a carpool of two or more persons.
Two people in one car is one car fewer in the other lanes, which is the whole bargain the express lane offers.
The express lanes may be used as a carpool lane for those vehicles with two or more persons for free.
Motorcycles, buses, and vehicles with a registered clean fuel vehicle decal may use a Utah express lane free of charge.
Utah gives the lane away to the vehicles it wants more of on the road, and charges everybody else to use it.
Motorcycles, buses, and vehicles with registered clean fuel vehicle decal (C decal) may also use the express lane free of charge.
It is illegal to cross a double white line, so a driver may enter or leave a Utah express lane only at an access point.
Cars in the express lane are moving much faster than the ones beside them. Crossing anywhere is crossing blind.
It is illegal to cross a double white line. Moving in and out of the carpool lane is not allowed except in specific locations (called access points) with white dotted striping rather than solid lines.
Utah express lane access points are about 3,000 feet long and sit at nearly every interchange.
Three thousand feet sounds generous until you are doing seventy. Knowing where the opening is stops a late lunge across the paint.
Access points are about 3,000 feet long and located at nearly every interchange along the express lanes.
A driver is recommended to leave a Utah express lane one interchange before the exit they want.
Crossing four lanes of traffic takes longer than you think. Leaving early is what turns a scramble into a drive.
Vehicles are recommended to exit the express lanes one interchange before the desired exit.
A Utah C decal lets a single-occupant clean fuel vehicle use the express lanes without paying a toll after a one-time $10 registration fee.
Ten dollars once buys a lane that others pay for by the mile, which is why the list of qualifying vehicles is short.
C decals allow limited single-occupant clean fuel vehicles to use the express lanes without paying a toll after a one-time $10 registration fee.
A driver followed by an emergency or police vehicle with flashing lights may make a right-hand lane change out of a Utah express lane when it is safe.
The rule against crossing the line assumes you can wait. An emergency vehicle behind you is the case where you cannot.
When being followed by an emergency or police vehicle with flashing lights, it is permissible, when safe to do so, to make a right-hand lane change out of the express lane.
On the test
How many people must be in a vehicle to use a Utah express lane free?
Two or more. Two people in one car is one car fewer in the other lanes, which is the whole bargain the express lane offers. Utah Driver Handbook 2026-2027, p.40: “The express lanes may be used as a carpool lane for those vehicles with two or more persons for free.”
How this works
Most practice tests hand you a bank of questions and leave the manual somewhere else. This one puts them together.
You read one law and the reason behind it, then answer a question on that law while it is still fresh. Get it right and you move on; get it wrong and you have found the gap while it is cheap to fix, not on the morning of the exam.
Learning one rule at a time, and proving it immediately, is what turns a manual you skimmed into something you actually know — and it makes studying feel like getting somewhere rather than like waiting to find out.
What it costs
- One payment, once — not a subscription. Nothing renews and there is nothing to cancel, for an exam you sit one time.
- Free to start: a 10-question test and the first section of cards. No sign-up and no account.
- Paying opens the rest of the cards, unlimited full-length practice tests, and retests built from exactly the questions you got wrong.
- Every level up to Prepared — 3 tests passed in a row.
- Do the work, fail the real exam, and we refund you.
