Move over law — Utah Permit Test

Move over law on the Utah permit test — 3 rules, each with the reason behind it and a question on it while it is fresh.

The rules

Approaching a stationary vehicle with flashing hazard lights that is not in a legal parking area, a Utah driver must reduce speed, give as much space as practical, and where practical change into a lane not next to it.

Roadside workers are struck by cars that never slowed. Slowing and moving over is what stops that happening.

the driver shall reduce the speed of the vehicle, provide as much space as practical to the stationary vehicle, if practical and with due regard to safety and traffic conditions, make a lane change into a lane not adjacent to the stationary vehicle

Utah Driver Handbook 2026-2027, p.77

A Utah driver in the HOV lane approaching a stationary vehicle displaying amber lights must, where practical, change out of the HOV lane into a lane not next to it.

The express lane runs closest to the shoulder on the far side, so the rule follows the driver into it.

Upon approaching a stationary vehicle displaying amber lights, the driver of a vehicle traveling in the HOV lane shall, if practical, with due regard to safety and traffic conditions, make a lane change out of the HOV lane into a lane not adjacent to the stationary vehicle.

Utah Driver Handbook 2026-2027, p.77

A Utah driver convicted of not following the move over law must attend a four hour live classroom defensive driving course within 90 days, or the license is suspended for 90 days.

The course is the penalty and the deadline is part of it. Missing it costs three months of driving.

If you are convicted for NOT following the move over law, you must attend a four hour live classroom defensive driving course within 90 days of conviction. If you fail to attend the defensive driving class, your license will be suspended for 90 days.

On the test

What must a Utah driver do approaching a stopped vehicle with hazard lights?

Slow down and move over if practical. Roadside workers are struck by cars that never slowed. Slowing and moving over is what stops that happening. Utah Driver Handbook 2026-2027, p.77: “the driver shall reduce the speed of the vehicle, provide as much space as practical to the stationary vehicle, if practical and with due regard to safety and traffic conditions, make a lane change into a lane not adjacent to the stationary vehicle”

How this works

Most practice tests hand you a bank of questions and leave the manual somewhere else. This one puts them together.

You read one law and the reason behind it, then answer a question on that law while it is still fresh. Get it right and you move on; get it wrong and you have found the gap while it is cheap to fix, not on the morning of the exam.

Learning one rule at a time, and proving it immediately, is what turns a manual you skimmed into something you actually know — and it makes studying feel like getting somewhere rather than like waiting to find out.

What it costs

  • One payment, once — not a subscription. Nothing renews and there is nothing to cancel, for an exam you sit one time.
  • Free to start: a 10-question test and the first section of cards. No sign-up and no account.
  • Paying opens the rest of the cards, unlimited full-length practice tests, and retests built from exactly the questions you got wrong.
  • Every level up to Prepared — 3 tests passed in a row.
  • Do the work, fail the real exam, and we refund you.
