Safety belt violations — Utah Permit Test
Safety belt violations on the Utah permit test — 5 rules, each with the reason behind it and a question on it while it is fresh.
The rules
A Utah driver can be issued a citation for each unrestrained passenger in the vehicle.
It is not one ticket for the trip. Every person without a belt is a separate charge against the driver.
If you or anyone in your vehicle isn’t properly restrained, you can be issued a citation for each unrestrained passenger.
A Utah safety belt fine may be waived by completing an online 30-minute safety belt course.
Half an hour of reading buys the fine back, which is the cheapest deal in the whole handbook.
The fine may be waived upon completing an online, 30-minute safety belt safety course.
A Utah driver may be stopped and cited if anyone under 16 is unrestrained, while occupants 16 and older may be cited only if the vehicle is stopped for another reason.
A child without a belt is reason enough to pull a car over. An adult without one is a charge added to something else.
You may be stopped and cited if anyone under 16 years of age is unrestrained, and occupants of the vehicle 16 years and older may be cited for a safety belt violation if stopped for another reason.
Authorized emergency vehicles, mopeds, motorcycles, school buses, and vehicles not built with safety belts are exempt from the Utah safety belt usage act.
A school bus is built to protect children a different way, and a motorcycle has nothing to bolt a belt to.
Authorized emergency vehicles, mopeds, motorcycles, school buses, and vehicles not equipped with safety belts by the manufacturer are exempt from the motor vehicle safety belt usage act.
It is an infraction in Utah to be stopped for smoking in a vehicle while transporting children 15 years of age or younger.
A child in a closed car cannot walk away from the smoke, so Utah wrote the offense around who is in the back.

On the test
How many citations can a Utah driver receive for unrestrained passengers?
One for each unrestrained passenger. It is not one ticket for the trip. Every person without a belt is a separate charge against the driver. Utah Driver Handbook 2026-2027, p.28: “If you or anyone in your vehicle isn’t properly restrained, you can be issued a citation for each unrestrained passenger.”
How this works
Most practice tests hand you a bank of questions and leave the manual somewhere else. This one puts them together.
You read one law and the reason behind it, then answer a question on that law while it is still fresh. Get it right and you move on; get it wrong and you have found the gap while it is cheap to fix, not on the morning of the exam.
Learning one rule at a time, and proving it immediately, is what turns a manual you skimmed into something you actually know — and it makes studying feel like getting somewhere rather than like waiting to find out.
What it costs
- One payment, once — not a subscription. Nothing renews and there is nothing to cancel, for an exam you sit one time.
- Free to start: a 10-question test and the first section of cards. No sign-up and no account.
- Paying opens the rest of the cards, unlimited full-length practice tests, and retests built from exactly the questions you got wrong.
- Every level up to Prepared — 3 tests passed in a row.
- Do the work, fail the real exam, and we refund you.
