Social security and residency — Vermont Permit Test

Social security and residency on the Vermont permit test — 5 rules, each with the reason behind it and a question on it while it is fresh.

The rules

You must present your Social Security card, or a letter from the Social Security Administration saying you cannot be given a number.

The number is checked with Social Security before a license is printed. A mismatch stops the whole application.

You must present your Social Security card or a letter from the Social Security Administration indicating ineligibility to receive a Social Security number

If the Social Security card is not available, a W-2 form, an SSA-1099 form or a pay stub showing the name and at least the last 4 digits of the number may be used instead.

The card itself goes missing often. These stand in because the number on them came from the same agency.

The residential address you give must be a street or highway address. It may not be a post office box, although a post office box may be used as your mailing address.

A box number says where letters land, not where you live, and residency is what the state is checking.

The residential address you supply must be a street or highway address. It may not be a post office box.

Where mail comes to the street address, two pieces of mail carrying your name and that address prove Vermont residency.

One letter can be sent anywhere. Two say somebody expects to find you there.

Two pieces of mail with current name and street address.

Vermont will not issue a license or ID to a temporary foreign national with less than 30 days of lawful presence left.

A license outlasts the stay it was issued on, and a document that expires in a week is not worth printing.

The Vermont DMV will not issue a Driver's License or ID if you have less than 30 days of Lawful Presence remaining.

On the test

What does an applicant with no Social Security number have to bring?

A letter from Social Security stating they cannot have one. The number is checked with Social Security before a license is printed. A mismatch stops the whole application. 2025 Vermont Driver's Manual, p.9: “You must present your Social Security card or a letter from the Social Security Administration indicating ineligibility to receive a Social Security number”

How this works

Most practice tests hand you a bank of questions and leave the manual somewhere else. This one puts them together.

You read one law and the reason behind it, then answer a question on that law while it is still fresh. Get it right and you move on; get it wrong and you have found the gap while it is cheap to fix, not on the morning of the exam.

Learning one rule at a time, and proving it immediately, is what turns a manual you skimmed into something you actually know — and it makes studying feel like getting somewhere rather than like waiting to find out.

What it costs

  • One payment, once — not a subscription. Nothing renews and there is nothing to cancel, for an exam you sit one time.
  • Free to start: a 10-question test and the first section of cards. No sign-up and no account.
  • Paying opens the rest of the cards, unlimited full-length practice tests, and retests built from exactly the questions you got wrong.
  • Every level up to Prepared — 3 tests passed in a row.
  • Do the work, fail the real exam, and we refund you.
