GDL permit restrictions — Delaware Permit Test
GDL permit restrictions on the Delaware permit test — 5 rules, each with the reason behind it and a question on it while it is fresh.
The rules
A Delaware Level One Learner's Permit must be in the holder's possession while driving.
A teen stopped without the permit cannot show they are allowed to be behind the wheel.
Permit must be in the possession of the permit holder when driving a motor vehicle.
When a Level One permit holder drives, the holder and every passenger must wear a safety belt or be in a child safety seat or booster seat while the car moves.
One loose passenger in a crash is thrown into the others, belted or not.
The permit holder and all passengers, must wear a safety belt or be secured in a child safety seat or booster seat while the vehicle is in motion.
A Delaware Level One permit holder may not drive while using a cell phone, text messaging device or similar electronic device.
A new driver who looks at a phone has even less attention left over than an experienced one.
The permit holder shall not operate a motor vehicle while using a cellular telephone, text messaging device, or similar electronic device.
During the first 12 months of a Level One permit, the car may carry only the adult supervisor and one other passenger.
A car full of friends pulls a new driver's eyes and mind off the road.
No passengers other than an adult supervisor and one other passenger can be in the vehicle during the entire first 12 months of valid driving authority.
The Level One passenger limit does not apply to the driver's immediate family members, as long as the adult supervisor is in the car.
A family could not take the new driver along on a trip with siblings if the limit had no exception.
However, the passenger restrictions of this paragraph do not apply to immediate members of the driver's family as long as the adult supervisor is in the car.
On the test
Where must a Level One Learner's Permit be while the holder drives?
In the holder's possession. A teen stopped without the permit cannot show they are allowed to be behind the wheel. Delaware Driver Manual, p.29: “Permit must be in the possession of the permit holder when driving a motor vehicle.”
How this works
Most practice tests hand you a bank of questions and leave the manual somewhere else. This one puts them together.
You read one law and the reason behind it, then answer a question on that law while it is still fresh. Get it right and you move on; get it wrong and you have found the gap while it is cheap to fix, not on the morning of the exam.
Learning one rule at a time, and proving it immediately, is what turns a manual you skimmed into something you actually know — and it makes studying feel like getting somewhere rather than like waiting to find out.
What it costs
- One payment, once — not a subscription. Nothing renews and there is nothing to cancel, for an exam you sit one time.
- Free to start: a 10-question test and the first section of cards. No sign-up and no account.
- Paying opens the rest of the cards, unlimited full-length practice tests, and retests built from exactly the questions you got wrong.
- Every level up to Prepared — 3 tests passed in a row.
- Do the work, fail the real exam, and we refund you.
