Out of state drivers — Utah Permit Test

Out of state drivers on the Utah permit test — 5 rules, each with the reason behind it and a question on it while it is fresh.

The rules

A driver holding an out-of-state learner permit may not drive in Utah.

A permit is supervised practice under another state’s rules. Utah does not extend its roads to those rules.

Drivers with an out-of-state learner permit may NOT drive in Utah.

Utah Driver Handbook 2026-2027, p.18

An out-of-state driver license must be surrendered when applying for a Utah driver license.

Two licenses in two states means two records and two sets of points. Utah takes the old card so there is one.

Your out-of-state driver license must be surrendered upon application for a Utah driver license.

Utah Driver Handbook 2026-2027, p.18

A Utah driver license issued to an applicant over 21 expires on the applicant’s birthday eight years after issue.

Eight years is a long time to look like your photo. Knowing the span is how a driver notices the card has run out.

The driver license will expire on the applicant’s birthday eight years after issue when over 21.

Utah Driver Handbook 2026-2027, p.18

A provisional license, issued to an applicant under 21, expires on the applicant’s birthday five years after issue.

The provisional card is meant to run out around the time the separate point system stops applying.

Provisional licenses (issued to an applicant under 21 years of age) will expire on the applicant’s birthday five years after issue.

Utah Driver Handbook 2026-2027, p.18

An original Utah driver license is issued to a driver never licensed in Utah, a first-time driver, and a driver changing from one license classification to another.

Original does not mean new to driving. Changing what you are licensed to drive starts the same clock over.

Drivers who have never been licensed in Utah, first-time drivers, and drivers who change from one license classification to another will be issued an original driver license.

On the test

What may a holder of an out-of-state learner permit do in Utah?

Nothing, because they may not drive here. A permit is supervised practice under another state’s rules. Utah does not extend its roads to those rules. Utah Driver Handbook 2026-2027, p.18: “Drivers with an out-of-state learner permit may NOT drive in Utah.”

How this works

Most practice tests hand you a bank of questions and leave the manual somewhere else. This one puts them together.

You read one law and the reason behind it, then answer a question on that law while it is still fresh. Get it right and you move on; get it wrong and you have found the gap while it is cheap to fix, not on the morning of the exam.

Learning one rule at a time, and proving it immediately, is what turns a manual you skimmed into something you actually know — and it makes studying feel like getting somewhere rather than like waiting to find out.

What it costs

  • One payment, once — not a subscription. Nothing renews and there is nothing to cancel, for an exam you sit one time.
  • Free to start: a 10-question test and the first section of cards. No sign-up and no account.
  • Paying opens the rest of the cards, unlimited full-length practice tests, and retests built from exactly the questions you got wrong.
  • Every level up to Prepared — 3 tests passed in a row.
  • Do the work, fail the real exam, and we refund you.
